| ROMA (Results-Oriented Management and Accountability) is the common language for members of the Community Action Network to use to respond to the Government Performance and Results Act (GPRA) of 1993 which requires that federally-funded programs demonstrate measurable outcomes.
ROMA is an approach to management which builds accountability into the daily activities of employees and the daily operations of an organization. ROMA is an avenue for organizations to continually evaluate the effectiveness of their programs and plot a course for improvements in agency capacity and performance.

| Low-income people become more self-sufficient
Selected FY2008 Outcomes
Almost 5,000 Tennesseans obtained employment after participating in a community action employment initiative;
Nearly 4,000 Tennesseans obtained pre-employment skills required for employment, ABE/GED, and/or post-secondary education and received training program certificate or diploma in order to acquire or maintain employment;
Over 13,000 TN families obtained care for a child or other dependent in order to acquire or maintain employment;
Almost 7,000 TN families obtained reliable transportation in order to acquire or maintain employment;
Over 5,200 TN families participated in community action tax preparation activities and received over $4 million in tax credits and savings.

The conditions in which low-income people live
are improved

Over 2,600 safe and affordable housing units in the community were preserved or improved through construction, weatherization, or the rehabilitation activities of the agency;
Over 37,600 accessible, new, preserved or expanded transportation resources were made available to low-income people, including public and private transportation;
Over 5,000 Tennesseans benefited from the availability or preservation of community facilities through community action efforts; and
Over 11,000 Tennesseans benefited from the preservation of neighborhood quality of life resources through community action efforts.

Low-income people own a stake in their community

Over 1.5 million hours were volunteered to support the work of community action in Tennessee;
Over 600 low-income people participated in formal community organizations, government, boards or councils that provide input to decision-making and policy-setting through community action efforts; and
Nearly 24,000 low-income people participated in non-governance community action activities or groups.

Partnerships among supporters and providers of services to low-income people are achieved

Over 8,600 organizational partnerships were established by community action agencies to promote family and community outcomes; of those partnerships, more than 1,200 were established with faith-based organizations.

Tennessee Community Action Agencies mobilized over $275 million in federal, state, local and private resources for the benefit of their communities.

Over 99,500 TN seniors were able to maintain an independent living situation as a result of receiving comprehensive services from community action;
Over 50,000 disabled persons in TN were able to maintain an independent living situation as a result of receiving comprehensive services from community action;
Over 38,000 TN individuals received emergency rent/mortgage and utility assistance through community action;
Over 65,000 TN individuals received food assistance in support of family stability;
Over 43,700 TN individuals received transportation assistance in support of family stability;
Over 16,100 TN infants and children obtained age appropriate immunizations, medical and dental care through community action;
Over 37,750 TN infants and children's health and physical development were improved as a result of receiving adequate nutrition through community action;
Over 14,1500 TN children participated in pre-school activities supported by community action to develop school readiness skills;
Over 13,900 TN youth participated in community action activities that improved their physical health and well-being;
Over 6,250 TN youth participated in community action activities that improved their social and emotional well-being; Over 5,000 TN youth participated in community action activities that improved their academic, athletic, and social skills;
Nearly 9,000 TN parents and other adults learned and exhibited improved parenting and family functionning skills through community action.
